The negative resistance of the fluorescent lamp would cause the current to rise to the point of destroying the lamp after ignition without a ballast.

If a ballast and starter are already integrated in the base, the compact fluorescent lamps can be screwed directly into corresponding lamp holders: So-called energy-saving lamps have common bases such as screw bases E14 and E27 or bayonet bases B22D.
